Karnataka’s Weavers Thank Chief Minister Siddaramaiah for Unprecedented Budgetary Boost Accorded to the Handloom Sector
In an unprecedented step, Hon’ble Chief Minister of Karnataka Shri. Siddaramaiah has recognised the potential of the handloom sector to create green livelihood opportunities for thousands, and made exemplary provisions in the Karnataka Budget 2023-24 that he presented on 7th July 2023.
The Budget records:
263. The handloom sector has the potential to provide sustainable employment opportunities by tapping into the booming global market for eco-friendly and natural handwoven fabrics. We will set up a special cell called ‘Mahatma Gandhi Vastrodyama’ in the textiles department which will bring together designers, weavers, yarn producers and allied workers on a common platform. This cell will liaison between the market and various stakeholders and make appropriate interventions for reviving the declining handloom industry in the state.
264. In order to attract higher investments in North Karnataka region and to generate employment opportunities for locals, action will be taken on priority under Textile and Garment policy.
265. We will provide free electricity for looms and pre-looms up to a maximum of 250 units’ of monthly consumption. This will be applicable for units with a maximum of ten HP electricity connection. This will be a step towards the economic independence of the weaving community.

On 26th June 2023, All India Federation of Handloom Organisations had submitted a letter to the Hon’ble Chief Minister suggesting the setting up of the ‘Mahatma Gandhi Vastrodyama’ to liaison between the market and producer organisations as a key intervention to revive the Handloom Sector which has been flagging for attention for decades. This letter (enclosed) was signed by several eminent personalities from various sectors.
It is indeed heartwarming that the Chief Minister not only has accepted the suggestion, but has gone on to institutionalise reforms by establishing ‘Mahatma Gandhi Vastrodyama’.
The Federation and wide network of civil society, craft, trade, artisanal and agro pastoral initiatives and organisations will now look forward to working with this new institution in reviving Karnataka’s Handloom sector and thus restoring the dignity of thousands of handloom workers and their families. Such efforts would be to ensure that Karnataka takes a giant step forward in instituting climate friendly economies and to turn the state into a global hub for making handloom fabric and presenting handloom wear in exciting and trendy ways.
We sincerely hope that the State will now take an even big step forward and instruct all public schools and public institutions to prefer handloom fabric for uniforms. This one step, in itself, will emphatically boost the sector in a matter of months and help handloom weavers put behind them the days and decades of penury they have suffered.
We look forward to days when Karnataka can inspire states across India to revive their handloom sectors, to revive organic cotton and linen production, and to also push ahead in making plant based production the basis for clothing and packaging, thus purging the state of the need to rely on petroleum based clothing (polyester) and packaging (plastics).

ಇತ್ತೀಚೆಗೆ ಘೋಷಿಸಿರುವ ಬಜೆಟ್ನಲ್ಲಿ ಕೈಮಗ್ಗ ಕ್ಷೇತ್ರಕ್ಕೆ ನೀಡಿರುವ ಅಗಾಧವಾದ ಉತ್ತೇಜನಕ್ಕಾಗಿ ನೇಕಾರರು ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಗೆ ಧನ್ಯವಾದ ಸೂಚಿಸಿದ್ದಾರೆ
ಕರ್ನಾಟಕದ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳಾದ ಶ್ರೀ. ಸಿದ್ದರಾಮಯ್ಯನವರು ರಾಜ್ಯದ ಜನತೆಗೆ ಪರಿಸರ ಸ್ನೇಹಿ ಜೀವನೋಪಾಯದ ಅವಕಾಶಗಳನ್ನುಸೃಷ್ಟಿಸುವ ಸಲುವಾಗಿ ಕೈಮಗ್ಗ ಕ್ಷೇತ್ರದ ಸಾಮರ್ಥ್ಯವನ್ನು ಗುರುತಿಸಿ ಕಳೆದ ವಾರ ಮಂಡಿಸಿದ ಕರ್ನಾಟಕ ಬಜೆಟ್ 2023-24 ರಲ್ಲಿ ಗಮನಾರ್ಹನಿಬಂಧನೆಗಳನ್ನು ಮಾಡಿದ್ದಾರೆ.
ಬಜೆಟ್ ದಾಖಲೆ:
263. ಕೈಮಗ್ಗ ಕ್ಷೇತ್ರವು ಪರಿಸರ ಸ್ನೇಹಿ ಮತ್ತು ನೈಸರ್ಗಿಕ ಕೈಯಿಂದ ನೇಯ್ದ ಬಟ್ಟೆಗಳಿಗೆ ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ಮೂಡುತ್ತಿರುವ ಜಾಗತಿಕಮಾರುಕಟ್ಟೆಯನ್ನು ಟ್ಯಾಪ್ ಮಾಡುವ ಮೂಲಕ ಸುಸ್ಥಿರ ಉದ್ಯೋಗಾವಕಾಶಗಳನ್ನು ಒದಗಿಸುವ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೊಂದಿದೆ. ನಾವುಜವಳಿ ಇಲಾಖೆಯಲ್ಲಿ ‘ಮಹಾತ್ಮ ಗಾಂಧಿ ವಸ್ತ್ರೋದ್ಯಮ’ ಎಂಬ ವಿಶೇಷ ಕೋಶವನ್ನು ಸ್ಥಾಪಿಸುತ್ತೇವೆ ಅದು ವಿನ್ಯಾಸಕರು, ನೇಕಾರರು, ನೂಲು ಉತ್ಪಾದಕರು ಮತ್ತು ಸಂಬಂಧಿತ ಕಾರ್ಮಿಕರನ್ನು ಸಾಮಾನ್ಯ ವೇದಿಕೆಯಲ್ಲಿ ಒಟ್ಟುಗೂಡಿಸುತ್ತದೆ. ಈ ಕೋಶವು ಮಾರುಕಟ್ಟೆ ಮತ್ತುವಿವಿಧ ಪಾಲುದಾರರ ನಡುವೆ ಸಂಪರ್ಕ ಸಾಧಿಸುತ್ತದೆ ಮತ್ತು ರಾಜ್ಯದಲ್ಲಿ ಕುಸಿಯುತ್ತಿರುವ ಕೈಮಗ್ಗ ಉದ್ಯಮವನ್ನುಪುನರುಜ್ಜೀವನಗೊಳಿಸಲು ಸೂಕ್ತ ಮಧ್ಯಸ್ಥಿಕೆಗಳನ್ನು ಮಾಡುತ್ತದೆ.
264. ಉತ್ತರ ಕರ್ನಾಟಕ ಪ್ರದೇಶದಲ್ಲಿ ಹೆಚ್ಚಿನ ಹೂಡಿಕೆಯನ್ನು ಆಕರ್ಷಿಸಲು ಮತ್ತು ಸ್ಥಳೀಯರಿಗೆ ಉದ್ಯೋಗಾವಕಾಶಗಳನ್ನು ಸೃಷ್ಟಿಸಲು, ಜವಳಿ ಮತ್ತು ಗಾರ್ಮೆಂಟ್ ನೀತಿಯಡಿ ಆದ್ಯತೆಯ ಮೇಲೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು.
265. ನಾವು ಮಗ್ಗಗಳು ಮತ್ತು ಪ್ರೀ-ಲೂಮ್ಗಳಿಗೆ ಗರಿಷ್ಠ 250 ಯುನಿಟ್ಗಳ ಮಾಸಿಕ ಬಳಕೆಯವರೆಗೆ ಉಚಿತ ವಿದ್ಯುತ್ ಅನ್ನುಒದಗಿಸುತ್ತೇವೆ. ಗರಿಷ್ಠ ಹತ್ತು ಎಚ್ಪಿ ವಿದ್ಯುತ್ ಸಂಪರ್ಕ ಹೊಂದಿರುವ ಘಟಕಗಳಿಗೆ ಇದು ಅನ್ವಯಿಸುತ್ತದೆ. ಇದು ನೇಕಾರಸಮುದಾಯದ ಆರ್ಥಿಕ ಸ್ವಾತಂತ್ರ್ಯದತ್ತ ಒಂದು ಹೆಜ್ಜೆಯಾಗಲಿದೆ.

26 ಜೂನ್ 2023 ರಂದು, ಅಖಿಲ ಭಾರತ ಕೈಮಗ್ಗ ಸಂಸ್ಥೆಗಳ ಒಕ್ಕೂಟವು ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಪತ್ರವನ್ನುಸಲ್ಲಿಸಿದ್ದು, ಕೈಮಗ್ಗ ಕ್ಷೇತ್ರವನ್ನು ಪುನರುಜ್ಜೀವನಗೊಳಿಸುವ ಪ್ರಮುಖ ಮಧ್ಯವರ್ತಿ ಸಂಸ್ಥೆ ಯಾಗಿ ಮಾರುಕಟ್ಟೆಮತ್ತು ಉತ್ಪಾದಕ ಸಂಸ್ಥೆಗಳ ನಡುವೆ ಸಂಪರ್ಕ ಸಾಧಿಸಲು ‘ಮಹಾತ್ಮ ಗಾಂಧಿ ವಸ್ತ್ರೋದ್ಯಮ’ವನ್ನು ಸ್ಥಾಪಿಸಲುಸೂಚಿಸಿತ್ತು. ಈ ಪತ್ರಕ್ಕೆ (ಲಗತ್ತಿಸಲಾಗಿದೆ) ವಿವಿಧ ಕ್ಷೇತ್ರಗಳ ಹಲವಾರು ಗಣ್ಯ ವ್ಯಕ್ತಿಗಳು ಬೆಂಬಲವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಮುಖ್ಯಮಂತ್ರಿಗಳು ಈ ಸಲಹೆಗಳನ್ನು ಸ್ವೀಕರಿಸಿದ್ದಲ್ಲದೆ, ‘ಮಹಾತ್ಮಾ ಗಾಂಧಿ ವಸ್ತ್ರೋದ್ಯಮ’ ಸ್ಥಾಪಿಸುವ ಮೂಲಕಅವುಗಳನ್ನು ಸಾಂಸ್ಥಿಕಗೊಳಿಸಲು ಹೊರಟಿರುವುದು ನಿಜಕ್ಕೂ ಹೃದಯಸ್ಪರ್ಶಿಯಾಗಿದೆ.
ಫೆಡರೇಶನ್ ಮತ್ತು ಸಾಮಾಜಿಕ ಸಂಸ್ಥೆಗಳು, ವ್ಯಾಪಾರ, ಕುಶಲಕರ್ಮಿ ಮತ್ತು ಕೃಷಿ ಪಶುಪಾಲನಾ ಸಂಸ್ಥೆಗಳು ಈಹೊಸ ಉದ್ಯಮದ ಮೂಲಕ ಕರ್ನಾಟಕದ ಕೈಮಗ್ಗ ಕ್ಷೇತ್ರವನ್ನು ಪುನರುಜ್ಜೀವನಗೊಳಿಸಲು ಮತ್ತು ಸಾವಿರಾರು ಕೈಮಗ್ಗ ಕಾರ್ಮಿಕರು ಮತ್ತು ಅವರಕುಟುಂಬಗಳ ಘನತೆಯನ್ನು ಮರುಸ್ಥಾಪಿಸುವಲ್ಲಿ ಕೆಲಸ ಮಾಡಲು ಎದುರು ನೋಡುತ್ತಿದೆ. ಈ ದೈತ್ಯ ಹೆಜ್ಜೆಯು ರಾಜ್ಯದಲ್ಲಿ ಪರಿಸರ ಸ್ನೇಹಿಆರ್ಥಿಕತೆಯನ್ನು ಸ್ಥಾಪಿಸುವಲ್ಲಿ ಮತ್ತು ಕೈಮಗ್ಗದ ಬಟ್ಟೆಗಳನ್ನು ಆಕರ್ಷಿತ ರೀತಿಯಲ್ಲಿ ಪ್ರಸ್ತುತಪಡಿಸುವ ಮೂಲಕ ಕರ್ನಾಟಕ ರಾಜ್ಯವನ್ನು ಜಾಗತಿಕಕೇಂದ್ರವಾಗಿ ಪರಿವರ್ತಿಸುವಲ್ಲಿ ಮುಖ್ಯ ಪಾತ್ರ ವಹಿಸುವುದು.
ಇದಲ್ಲದೆ ಸಮವಸ್ತ್ರಕ್ಕಾಗಿ ಕೈಮಗ್ಗ ಬಟ್ಟೆಗೆ ಆದ್ಯತೆ ನೀಡುವಂತೆ ಎಲ್ಲಾ ಸರ್ಕಾರಿ ಶಾಲೆಗಳು ಮತ್ತು ಸಂಸ್ಥೆಗಳಿಗೆಸೂಚನೆ ನೀಡುವುದರ ಮೂಲಕ ಸರ್ಕಾರವು ಇನ್ನೂ ದೊಡ್ಡ ಹೆಜ್ಜೆ ಇದುವುದೆಂದು ನಾವು ಭಾವಿಸುತ್ತೇವೆ. ಇದರಿಂದಾಗಿ ಕೆಲವೇ ತಿಂಗಳುಗಳಲ್ಲಿ ಕೈಮಗ್ಗ ನೇಕಾರರು ದಶಕಗಳಿಂದ ಅನುಭವಿಸಿದ ಕಷ್ಟ ಪರಿಹಾರವಾಗಲುಸಹಾಯವಾಗುತ್ತದೆ.
ಕೈಮಗ್ಗ ಕ್ಷೇತ್ರಗಳನ್ನು ಪುನರುಜ್ಜೀವನಗೊಳಿಸಲು, ಸಾವಯವ ಹತ್ತಿ ಮತ್ತು ಲಿನಿನ್ ಉತ್ಪಾದನೆಯನ್ನುಪುನರುಜ್ಜೀವನಗೊಳಿಸಲು ಮತ್ತು ಸಸ್ಯ ಆಧಾರಿತ ಉತ್ಪಾದನೆಯನ್ನು ಬಟ್ಟೆ ಮತ್ತು ಪ್ಯಾಕೇಜಿಂಗ್ಗೆಆಧಾರವಾಗಿಸಲು ನಮ್ಮ ರಾಜ್ಯವು ಭಾರತದಾದ್ಯಂತ ಬೇರೆ ರಾಜ್ಯಗಳನ್ನು ಪ್ರೇರೇಪಿಸುವ ದಿನಗಳನ್ನು ನಾವು ಎದುರು ನೋಡುತ್ತಿದ್ದೇವೆ. ಇದರಿಂದಾಗಿಪೆಟ್ರೋಲಿಯಂ ಆಧಾರಿತ ಬಟ್ಟೆ (ಪಾಲಿಯೆಸ್ಟರ್) ಮತ್ತು ಪ್ಯಾಕೇಜಿಂಗ್ (ಪ್ಲಾಸ್ಟಿಕ್) ಮೇಲಿರುವ ಅವಲಂಬನೆಯನ್ನು ಕಿತ್ತು ಹಾಕಲುಸಾಧ್ಯವಾಗುವುದು.

An appeal for revival of Handloom in Karnataka
Handloom sector has the potential to provide eco-friendly, sustainable employment to a large population. This includes women and the aged, who are often unjustly excluded from the workforce. At a time when we are staring at a climate emergency, a decentralised industry such as the Handloom can create millions of emission-free, zero electricity, low investment green jobs.
Karnataka boasts of a rich tradition of Handlooms and currently employs an estimated 40,000 Handloom weavers and workers, over 50% of whom are women. It is a sector that is inherently climate resilient and can thrive in a future where Governments are shifting towards industries with low carbon footprint to meet climate change goals.
Handloom production today is plagued by various challenges. Lack of access to reasonably priced inputs, unfair competition from synthetic fabrics, exploitation of workers at the hands of Master weavers, lack of access to low interest loans towards working capital, poor access to markets, illegal reproduction of traditional Handloom designs on Powerlooms and unfair competition from imitation fabric produced on Powerlooms are some of the major contributors to the dismal state of genuine Handloom weavers in the State.
All this has resulted in Handloom weavers across the state earning just about INR 200 per day which is far lower than the basic minimum wages! This despite working for nearly 6-8 hours a day in poorly ventilated rooms and enduring various occupational hazards. Such low remuneration for their hard work and unparalleled skill has reduced them to a state of destitution. As a result, the younger generation does not consider this a viable employment opportunity.
On the other hand, the market for authentic, good quality Handloom and Khadi across the world is exploding. The demand for pure natural fibres such as cotton, silk, wool is increasing. Large players in the garments sector and international designers are promoting environmentally friendly natural handmade fabrics that are sustainable and consume lesser resources. Markets such as monasteries and religious organisations which require ochre handwoven fabric in large numbers still lay unexplored. Conscious consumers are ready to pay a fair price for authentic eco-friendly handwoven fabric. There is a revival of interest in traditional crafts, heritage fabrics and handmade products.
The Karnataka Government can play a crucial role in protecting and advancing the Handloom sector in myriad ways. Efficient management of the linkages between market demands and production holds the key to this success. This requires a concentrated effort to bring together all the Handloom weavers, Khadi spinners, allied workers, cotton yarn producers, silk producers and wool producers under the banner of an integrated Handloom production industry which will cater to the market needs and focus on ensuring fair wages to all the producers.
In this regard, we urge the Government to take immediate steps and allocate the necessary budget to bring back necessary focus and support for the Handloom sector. Our main demands are:
- Setup “Mahatma Gandhi Vastrodyama”, an enterprise that will effectively act as a liaison between the market and the producers of eco-friendly Handloom and Khadi fabric. It will integrate various Handloom departments that are producing natural fibres such as silk, cotton and wool under a single enterprise. This entity will provide design support, quality assurance, fair price to producers and marketing support to all the Handloom and Khadi co-operatives and producer organisations such as Karnataka Handloom Development Corporation (KHDC), silk corporation, wool corporation.
- Revive KHDC as a producer organisation that will efficiently produce fabric for school uniforms under the Government’s “Vidya Vikasa Scheme” and provide year round employment and fair wages for Handloom weavers of Karnataka. Government should plan ahead and release funds in time to procure the uniform material from Handloom weavers within the State each year.
- Commission a comprehensive study and review of the rules & regulations of the Department of Handloom and Textiles.
In addition to the above main demands, we also urge the Government to review its current schemes that benefit Handloom workers and implement them and/or create new schemes to cover their basic needs such as:
- Home Loans at zero or very low interest rate
- Loan for buying new looms at zero percent interest rates
- Comprehensive health insurance for weavers & their families
- Retirement benefits
- Free education for weavers children
With a growing population of young workforce, and a knowledgeable, experienced older generation that exemplifies our rich cultural traditions, we are at an important juncture where the traditional, sustainable skills can be successfully passed on to the next generation. All of the climate targets can be achieved if this sector is revived. Swift and efficient action by the Government can give a boost to the weavers and reverse years of gross neglect that they have suffered. This would also help revive rural economies that have been neglected and help support millions of youth, especially women, to secure a healthy and wholesome livelihood in their villages and not have to suffer brutal impacts of being forced to migrate to cities in search of livelihoods which more often than not tend to be without dignity, are exploitative and destructive of families and communities.
Handwoven natural fabrics can be made the Fabric of the Century. It can be the fabric that adorns every officer, leader, student, defence personnel, corporate worker and more. We urge the Government to pay attention to this sector with re-imagined policies and budgets.
