Thousands of families in 17 villages in Bangalore North Taluk consisting of farmers, pastoralists, landless labourers, dalits, etc. cannot celebrate Ugadi, a key festival which celebrates farming and new beginnings. Instead, they are mourning on this glorious day.

The reason: Bangalore Development Authority (BDA) led by its Chairman Mr. S. R. Vishwanath (Yelahanka MLA) has deployed dozens of bulldozers and a massive police force over the past several weeks to destroy their agricultural fields, biodiversity rich and thickly wooded horticultural farms, pastoral lands, lakes, etc. to develop Dr. Shivarama Karanth Layout.  This region is also a major part of the watershed of the Arkavathy River, a key drinking water source for Bengaluru metropolis.

There are multiple official reports questioning the need for this project. If indeed it was needed, then land should have been acquired under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (‘LARR 2013’).  Instead, it is being acquired under the colonial and brutally unjust Land Acquisition Act, 1894 (LAA 1894). Landed and landless farmers, pastoralists and residents are thus being displaced and dislocated in brazen violation of Constitutionally guaranteed fair compensation.

To stop such atrocious destruction of these biodiversity rich lands and watersheds, and to protect crops, trees, agropastoral ecologies, commons, lakes, kaluves and wooded areas, and also to prevent the loss of communities and memories of the place, we invite you to endorse an urgent petition to Hon’ble Chief Minister of Karnataka Mr. S R Bommai demanding he must take steps to immediately issue an Ordinance to ensure LARR 2013 will apply to the development of SK Layout, if the project is needed at all. This will provide those adversely impacted with a fair chance to rebuild their lives and livelihoods in dignity.

Please sign this petition within the next 24 hours urging Chief Minister Mr Bommai to issue the ordinance by the end of the week when his term ends.

ಪಿಡಿಎಫ್‌ನಲ್ಲಿ ಪ್ರಾತಿನಿಧ್ಯವನ್ನು ಡೌನ್‌ಲೋಡ್ ಮಾಡಿ

ಬೆಂಗಳೂರು ಉತ್ತರ ತಾಲೂಕಿನ 17 ಗ್ರಾಮಗಳಲ್ಲಿ ರೈತರು, ಪಶುಪಾಲಕರು, ಭೂರಹಿತ ಕಾರ್ಮಿಕರು, ದಲಿತರು ಸೇರಿದಂತೆ ಸಾವಿರಾರು ಕುಟುಂಬಗಳು ಯುಗಾದಿ ಆಚರಿಸಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ. ಇದು ಕೃಷಿಯನ್ನು ಆಚರಿಸುವ ಮತ್ತು ಹೊಸ ಆರಂಭವನ್ನು ಪ್ರಾರಂಭಿಸುವ ಪ್ರಮುಖ ಹಬ್ಬವಾಗಿದೆ.  ಬದಲಾಗಿ ಈ ವೈಭವದ ದಿನವನ್ನು ಶೋಕದ ದಿನವನ್ನಾಗಿ ಸ್ಮರಿಸಲು ಒತ್ತಾಯಿಸಲಾಗಿದೆ.

ಯಲಹಂಕ ಶಾಸಕರೂ ಆಗಿರುವ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದ (ಬಿಡಿಎ) ಅಧ್ಯಕ್ಷ ಎಸ್.ಆರ್.ವಿಶ್ವನಾಥ್ ಅವರ ನೇತೃತ್ವದ ನಿರ್ಧಾರವೇ ಇದಕ್ಕೆ ಕಾರಣ. ಅವರ ನೇತೃತ್ವದಲ್ಲಿ, ಡಾ.ಶಿವರಾಮ ಕಾರಂತ ಬಡಾವಣೆಯನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಲು 17 ಗ್ರಾಮಗಳಲ್ಲಿನ ಕೃಷಿ ಕ್ಷೇತ್ರಗಳು, ತೋಟಗಾರಿಕಾ ತೋಟಗಳು ಮತ್ತು ದಟ್ಟವಾದ ಅರಣ್ಯ ಪ್ರದೇಶಗಳು, ಪಶುಪಾಲನಾ ಜಮೀನುಗಳು, ಕೆರೆಗಳು ಇತ್ಯಾದಿಗಳನ್ನು ನಾಶಪಡಿಸಲು ಇತ್ತೀಚಿನ ವಾರಗಳಲ್ಲಿ ಹತ್ತಾರು ಬುಲ್ಡೋಜರ್‌ಗಳು ಮತ್ತು ಬೃಹತ್ ಪೊಲೀಸ್ ಪಡೆಯನ್ನು ನಿಯೋಜಿಸಲಾಗಿದೆ.  ಈ ಪ್ರದೇಶವು ಅರ್ಕಾವತಿ ನದಿಯ ಜಲಾನಯನದ ಪ್ರಮುಖ ಭಾಗವಾಗಿದೆ, ಬೆಂಗಳೂರು ಮಹಾನಗರಕ್ಕೆ ಪ್ರಮುಖ ಕುಡಿಯುವ ನೀರಿನ ಮೂಲವಾಗಿದೆ ಮತ್ತು ಸಾವಿರಾರು ರೈತರು, ಪಶುಪಾಲಕರು, ಭೂರಹಿತ ರೈತರು ಮತ್ತು ಕಾರ್ಮಿಕರು ಈ ಪ್ರದೇಶವನ್ನು ಫಲವತ್ತಾದ ಕೃಷಿ ಪ್ರದೇಶವಾಗಿ ಬೆಳೆಸಿದ್ದಾರೆ.

SK ಲೇಔಟ್ ಯೋಜನೆಯ ಅಗತ್ಯವನ್ನು ಪ್ರಶ್ನಿಸುವ ಅನೇಕ ಅಧಿಕೃತ ವರದಿಗಳಿವೆ. ಯಾವುದೇ ಸಂದರ್ಭದಲ್ಲಿ, ಯೋಜನೆಯ ಅಗತ್ಯವಿದ್ದಲ್ಲಿ, ಭೂಸ್ವಾಧೀನ, ಪುನರ್ವಸತಿ ಮತ್ತು ಪುನರ್ನಿರ್ಮಾಣ ಕಾಯಿದೆ, 2013 (‘LARR 2013’) ನಲ್ಲಿ ನ್ಯಾಯಯುತ ಪರಿಹಾರ ಮತ್ತು ಪಾರದರ್ಶಕತೆಯ ಹಕ್ಕು ಅಡಿಯಲ್ಲಿ ಭೂಮಿಯನ್ನು ಸ್ವಾಧೀನಪಡಿಸಿಕೊಳ್ಳಬೇಕು. ಬದಲಾಗಿ, ವಸಾಹತುಶಾಹಿ ಮತ್ತು ಕ್ರೂರವಾಗಿ ಅನ್ಯಾಯದ ಭೂಸ್ವಾಧೀನ ಕಾಯಿದೆ, 1894 (LAA 1894) ಅಡಿಯಲ್ಲಿ ಅದನ್ನು ಸ್ವಾಧೀನಪಡಿಸಿಕೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಆ ಮೂಲಕ, ಭೂರಹಿತ ರೈತರು ಮತ್ತು ಪಶುಪಾಲಕರನ್ನು ಒಳಗೊಂಡ ರೈತರನ್ನು ಸಂವಿಧಾನಾತ್ಮಕವಾಗಿ ಖಾತರಿಪಡಿಸುವ ನ್ಯಾಯಯುತ ಪರಿಹಾರವಿಲ್ಲದೆ ಸ್ಥಳಾಂತರಿಸಲಾಗುತ್ತದೆ.

ಕೃಷಿ ಭೂಮಿಗಳು, ಬೆಳೆಗಳು, ಮರಗಳು, ಅಗ್ರೋಪಾಸ್ಟೋರಲ್ ಪರಿಸರಗಳು, ಸಾರ್ವಜನಿಕ ಕೆರೆಗಳು ಮತ್ತು ಕಾಲುವೆಗಳು, ಅರಣ್ಯ ಪ್ರದೇಶಗಳು, ಹಾಗೆಯೇ ಜನರ ಸಮುದಾಯಗಳು ಮತ್ತು ಸ್ಥಳದ ಅವರ ನೆನಪುಗಳ ಈ ಭೀಕರ ವಿನಾಶವು ಕೊನೆಗೊಳ್ಳಬೇಕು. ಇದನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಲು, ಯೋಜನೆಯು ಅಗತ್ಯವಿದ್ದಲ್ಲಿ, SK ಲೇಔಟ್ ಅಭಿವೃದ್ಧಿಗೆ, LARR 2013 ಪ್ರಕಾರ, ತಕ್ಷಣವೇ ಸುಗ್ರೀವಾಜ್ಞೆಯನ್ನು ಹೊರಡಿಸುವಂತೆ ಕರ್ನಾಟಕದ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿ ಶ್ರೀ ಎಸ್ ಆರ್ ಬೊಮ್ಮಾಯಿ ಅವರಿಗೆ ಈ ತುರ್ತು ಮನವಿಯನ್ನು ಅನುಮೋದಿಸಲು ನಾವು ನಿಮ್ಮನ್ನು ಆಹ್ವಾನಿಸುತ್ತೇವೆ. ಇದು ನಡೆಯುತ್ತಿರುವ ಅವ್ಯವಸ್ಥೆಯನ್ನು ನಿಲ್ಲಿಸುತ್ತದೆ. ಇದು ಪ್ರತಿಕೂಲ ಪರಿಣಾಮ ಬೀರುವವರಿಗೆ ಅವರ ನ್ಯಾಯಸಮ್ಮತವಾದ ನ್ಯಾಯವನ್ನು ಖಾತರಿಪಡಿಸುತ್ತದೆ ಮತ್ತು ಅವರ ಜೀವನ ಮತ್ತು ಜೀವನೋಪಾಯವನ್ನು ಘನತೆಯಿಂದ ಪುನರ್ನಿರ್ಮಿಸುವ ಸಾಮರ್ಥ್ಯವನ್ನು ಒದಗಿಸುತ್ತದೆ.

ಕರ್ನಾಟಕದ ಮುಖ್ಯಮಂತ್ರಿಗಳು ತಮ್ಮ ಅಧಿಕಾರಾವಧಿಯನ್ನು ಪೂರ್ಣಗೊಳಿಸುವ ಮೊದಲು ಸುಗ್ರೀವಾಜ್ಞೆಯನ್ನು ಹೊರಡಿಸುವಂತೆ ಒತ್ತಾಯಿಸುವ ಮುಂದಿನ 24 ಗಂಟೆಗಳ ಒಳಗೆ ಈ ಮನವಿಗೆ ಸಹಿ ಹಾಕುವುದನ್ನು ಪರಿಗಣಿಸಿ.
